Beria de Eline requested assistance constructing a Library

Beria de Eline, after donating 300 gold worth of acquired gold ore and gemstones from Methraton'Thul, requested assistance constructing a Library.  After review, the East Blackwood Company agreed to support the project. A location has now been decided but zoning is sitll required.  The library will be located in Copperdale, Lunorth.
